What to plant to hold a steep bank

I got a steep bank that I need to plant something on to try to hold it. I can't haul in rip rap or rock. Is there anything that'll grow and might do the job. It's real shady too. Not much sun.

I’d kick it off with wheat for now. Not much else going to grow well. Actually the wheat won’t grow without any rain, for that matter.
