Wanting to camo a aluminum boat. Do need to sand off existing paint. Do I need to use a primer before adding the base coat, duck brown?

I'd sand and scrub......then apply an oil based primer....

Is it factory original paint? If not is it stuck good or peeling? If its factory or stuck good all you need to do is take some comet and a red scuff pad and wadh it real good it will sand and degreese all at once.

2nd what Riverboss says. if it has lots of silver showing through, Scoch Brite it close to bare, leaving only paint that has no chance of flaking off. Then use a self etching primer.
It is pricey, but just barely has to cover and will go a long way. 2 rattle cans did the outside of my 16' flat bottom well, and almost all of the inside fair.
