On private lands only, hunters during this season may now use a modern firearm, including any modern breech-loading rifle, pistol or shotgun without caliber restrictions.

Thats how I read it also. I'm sure the lacky should have printed "1 legal bird per wma,2 bird maximum".

It says " one legal" bird per WMA. Only two birds are legal during the spring season, so as long as you are within your two birds it's legal. Outside of that it wouldn't be a legal bird.

I think we have different outlooks on it because I think it’s the best thing for most folks on public. Bird numbers are down so theoretically gives more people more opportunity for 1 bird.

Also, I’ve assumed that it’s a two bird max on public lands because you still follow statewide regulations.
