Just my 2cents worth…. But the recharging of their physical needs is the period after the rut…. December to March when there’s not much browse nor agriculture to benefit them. Which is also the time period from a hunter perspective we stop feeding when they need it the most.This is a a bit overkill to my way of thinking… I mean March to August is prime time for recharging deers physical needs/antler development and you can’t feed deer protein to help them out… someone please explain the reasoning in this change…

Actually they changed the wording in the hunting guide but the actual regulation still bans salt. They have a proposed regulation that removes salt, minerals and other attractant from the ban but it hasn’t been passed by the legislature.Done Deal
Feeding of Wildlife
From March 1 through July 31, it is illegal to feed wildlife with grain, seed or manufactured animal feed outside the curtilage of the home (the area immediately surrounding a home or group of homes). This regulation does not apply to normal agricultural practices or food plots, or municipal areas not open to legal hunting or trapping.
I thought this regulation was intended to stop turkeys from coming to feeders during the springtime.
