Steel based hulls will do that on some of the " new " guns and older models even worse. AAHS AACF or Remington STS are Brass base only, not steel. Steel with Brass wash sucks. All Euro ammo for the most part and most other Federal or Remington products will use steel bases. They expand different and usually only work ok with some pumps or doubles that have ejectors. Hard on reload equipment dies, just over all cheaper metal that sucks for ammo in many guns not designed to handle the extra space needed for expansion of the Brass vs Steel.
What off the shelf ammo were you Shooting??? Federal tends to be loaded cheap but they offer lots of expensive lines. Winchesters Super-X is the same hull as AAHS, Brass based no matter 3/4 oz or 1 oz magnum loads. All the same AAHS hull. Remington has or had STS and Gun Club. Nitro Express or Express 28's are steel bases on some and older ones are Brass. Rio, Fio, and Euro all run Chedditte type hulls similar to Federal's paper or plastic base wad hull........( Straight walled hull ... room for everything + the dickens. )

I'm going to go out on a limb and say the cycling problem was a difference in the shells. The Winchester show 2 dram eq and the Federal show Max dram eq. Same payload but Federal list over 125fps faster on velocity.

I like the 28ga and have been shooting it for a long time. I've also reloaded for it since 2000. Way cheaper to shoot for sure but owning one won't break you. I had a nice 870 express with 25" mod choke barrel and loved the gun but it always shot way low. I had a 28ga yildiz o/u as well and it was a sweet shooter but got rid of it to get the 24" barreled 20ga youth. Then they came out with a 20" barreled 20 ga youth so i got one of them. If they would make their 28ga guns with a 20"-24" barrel ill definitely get one. Three months ago I bought a h&r 28 ga 22"mod barrel and fitted it to my h&r 20ga youth frame and forearm. Then redone the wood on it. That is one of the funnest little shot guns I've ever played around with in both 20ga and 28ga. I've been experimenting with some 1oz handloads but need to order some more supplies.

Try the standard bore polish. That's the only other cheap easy solution to ejection problems if it's a tight fit for the ammo. Of course the guns with heavy return springs need breaking in. Get some polishing compound and a drill if you dare. Check the extractor and the rim of the shell, you'll see if it's grabbing in the bore, extractor will rip the rim right off the plastic very easy. Looks like a bite out of Brass.
Grab a box of the 1300 FPS Winchester's or Nitro's

I got my swamp fox king slayer in mail when I got home from work. Cut the pictinny rail down and painted the end then mounted the site. I believe I’m gonna like it. Haven’t shot it yet.
I’m gonna line it up with lead then shoot tss. Gotta buy more tss. 🤦🏼lol.
