Ive been making my own overshot cards from a very stiff .30 thou artists board at hobby lobby. A piece big enough to make probably 300-400 is about $4.The material is perfect for overshot cards. A 19mm hole punch fits better than a 3/4" hole punch.. They come out at .740. the punch is $11 off...

there are screw in full chokes that shoot steel . It will say on the side of the choke tube if its rated for steel. Even then its recommended to stay with smaller shot, which you are anyway. If its a fixed choke then modified is generally the tightest you can go..
