    Sounds like a good plan to me. I think it would be great to see it go to a point system.

    A few states do their moose lottery like that. Plus you can buy up to so many extra chances for more $$. I think ky will do that at some point. The state of Maine is one state like that.

    If I read the article correctly, a bonus point system and not a preference point system is being proposed. Preference point system awards tags to only the top point holders. As pointed out, if 15,000 apply the first year, people that start applying in year two have to wait till those 15,000 draw, don't enter, or die. Under a bonus system, you get you name thrown in the pot as many times as you have bonus points. Not a guarantee, just better odds at getting drawn the more points you accumulate. It also gives you a chance to draw in year one.

    For years Ive plugged my theory to the dept. Its very simple. If you get drawn you wait three years to put in for both bull and cow..Its nothing drastic or complicated and they already do it for the bulls. Why not?

    As opposed to all those "unofficial" opportunities to kill an elk. Gonna take a lot to clean this program enough to make me give another dollar to it.

    I'm opposed to legislating anything related to KDFWR. That opens the door to bad things, like dove hunting on the ballot in Michigan.

    Let sportman deal with it at Commission meetings, and go from there. Congresscritters that haven't stepped in the field aren't what we need making game laws.

    So year 1, 15,000 apply, 1000 get drawn. Year 2, 14,000 now have 2 preference points, year 3; 13,000 have 3 preference points, 1000 have 2 (the 1000 that got drawn in year 1). Year 4, 12,000 have 4 pts, 1000 has 3, 1000 has 2. Year 5, 11,000 have 5, 1000 have 4, 1000 have 3, 1000 have 2. Year 6, 10K, year 7, 9K, year 8 8K, year 9, 7K, year 10, 6K and on and on.

    So after 10 years, you'll still have 6000 people with 10 points for 1000 slots. And a whole bunch more with 9 points, 8 points, etc. So to be effective, either a lot of people will have to quit entering so that people get drawn with less than 16 points, or the end result will be that people just quit entering overall because why would they if it'll take 16 years get drawn?

    16 years is better than never getting drawn. I would put in every year and I think a lot more people would, if there was a system in place to better your odds every year that you weren't drawn.
