I have a question and need some help, please.

Here's the deal. My 7 year old Grandnephew wants to go with me turkey hunting this spring. Now he will NOT be using a gun or do any shooting but will go with me in a blind, that's as far as I can get his mother to go with. Now I need to know what he needs as far a licenses and hunters ed. requirments are. All I could find was the Hunter Ed is not required for those under 10. Is that right? Anything else as far as licenses?? Thanks for any advise.
