It was some kind of rust preventative grease. I cleaned it off last night, should have taken the picture afterwards. Pretty sure all the good Winchester and Browning shotguns are shipped like this (FN Herstal owns both). It's pretty much identical to a Winchester SX2 if nobody realized it:

Does that cantilever scope mount come off?

It's attached to the barrel, so, no, unless I installed the 26" ribbed barrel. It's not really in the way though, the middle is hollow and the front rifle sights are raised so really it almost acts like half of a ghost ring sight if you don't have a scope or red dot installed. If I flip up the rear rifle sight it's not in the way for that either.

FN owns Winchester and Browning. That is FN's Version of the SX2, a nice shotgun.
