Hunting/Fishing License Buyers Must Present Proper ID Under New Federal Mandate
Frankfort, KY, October 15, 2002 - The Kentucky Department of Fish and Wildlife Resources (KDFWR) has taken a step to comply with new Child Support Enforcement Regulations with regard to the sale of hunting and fishing licenses.
Child Support Enforcement Regulations, promulgated after changes in federal and state law, now mandate that all licenses and permits issued by a state agency must be able to be cross-referenced with a database of individuals delinquent in making child support payments.
These regulations further prohibit the KDFWR from issuing sport hunting and fishing licenses to those individuals.
To comply with these laws, the KDFWR must eliminate the ID Form option when purchasing a license. In order to buy a license, hunters and anglers will be required to present their social security number, driver’s license number or their disability authorization card number to the license agent.
Those individuals who do not have a social security number, driver's license number or a disability authorization card number should have the license agent call the KDFWR Licensing Help Desk during normal work hours for further instructions.
This change is a result of a federal mandate for all licensing agencies.

No, the Dept. does not want Walmart or any others selling licenses to get involved with law enforcement.

What are they doing when their checking for delinquent child support payers? There law breakers also.

It just gives them a place to go find them I guess? I doubt that WallyWorld would say you got to pay a couple thousand for back child support before you can get your license.

It's just a form of tracking people who don't pay support IMO. I have a 12 year old grandaughter who's father has not paid one dime in support in her lifetime. Even tho ordered by the court to do so he changes jobs as soon as they catch up with him so the state can't keep a garnishment on his paycheck. Take away his drivers licence, hunting & fishing licence, lock his ass up in jail whatever it takes, the kid deserves better.

I see some hunters hunting without a license in our future.
Birdman, to answer your question, NO, it will not help anything on the Wildlife Violators Compact. For those who do not know, we had a resolution pass the LKS last year and Rep. Bob Damrom sponsered a bill this year to have KY join the Wildlife Violators Compact. The Dept refused to support it and the bill was with drawn. The Compact is now in force in 22 states. Anyone that loses their hunting or fishing privliges in any of those states, loses them in all 22 states. I thought it a hell of an idea. I don't want big time POACHERS in KY (this is who it really hits).

Gentlemen,
The child support issue strikes a sore nerve with me.
While on the surface it may seem fair, let me assure you it is not so. At least one state child support agency is run by man haters that do not play by even their own rules.
Example being the state of Texas. I was divorced in Texas and had CS set in court. Years later back in NC I started another family and my furious exwife took me back to court in NC to get her payments increased. (I should not afford a new family.)
Due in large part to her endless greed, she lost in court and in fact I got the payments reduced. I paid the court ordered payments to full term when the children were grown and according to the state of NC, all dues were paid in full.
Exwife, still fickle, went back to Texas and somehow the state of Texas refused to acknowledge the NC ruling from years past. Now Texas says I owe back CS. By law Texas is suppose to give me a hearing which I have been refused repeatedly. I hired and paid a Texas lawyer to resolve this and after his fruitless efforts he said all he could do is file a greviance since the Texas CS board is above the law, even threatening to sue him.
I let it go as it did not affect me. This was years ago and I wonder how it plays out in the licensing scheme now? In theory my boys could be punished and disallowed to hunt because of what some lesbian manhater in Texas has managed to do with the paperwork.
Normally I wouldn't worry about such nonsense but now when I see off the wall things attached to licensing requirements, I get on edge. Everything is not what it seems and after what I've been through, I don't think these little stipulations are a good idea. A hunting license should be kept at face value and shouldn't be a divorce court weapon.

i think the kdfw should not get close to this issue because child support has nothing to do with hunting and fishing but i do think cs should be payed but all of us know how these computers get messed up so say we go to get our lic. and they check and say that we owe back (that we dont owe) thEy tell us the day before deer season we cant get a lic or tag who is right the computer or us . thats right the computer will not allow them to give you a lic. so you miss deer season being in the court system tring to convince them you dont have A child . you all know how hard headed these judges can be you will have to pay a lawyer to sort this all out DEER SEASON IS OUT. JUST MY THOUGHTS AND YOU MAY STILL HAVE TO PAY C S.
