Only if you plan to take your trailer out of the state of KY then you need to get plates for it.

Brakes would be a good option then all the braking would be relied on the truck.

I'm a trailer dealer so I've had to deal with this alot. Basically Kentucky only makes you license/register them if you are using it for commercial use, so no, you don't have to. However, if you ever sell it out of state, the buyer might have a hard time registering it if all you have is an MSO assigned over to you.

As for the brakes, they are always a good idea but not required. Kentucky's law says something very vague along the lines of something like "tow vehicle and trailer must be able to stop within a reasonable distance". It never actually says what "reasonable" is. There are no laws saying you have to have 1 or 2 brake axles for any trailer. We don't have any inspection or anything.

Other states are a PITA, but Kentucky is about the most laid back state ever in terms of trailer laws. There's too many old poor farmer type guys with trailers that are beat to hell that have to use them for Kentucky to be strict.
