I asked this question to the KDFWR. Since I hunt Adair and also private property next to it I asked them this:

Morning Tanya, got another question for you. I currently hunt Adair WMA for deer. I know you’re not allowed to hunt deer over corn on a WMA. I have permission to hunt land that borders Adair. My question is, can I hunt deer that are at the corn pile while sitting on Adair property? or do I need to be on the private land to do both?

You can be on a wma property and shoot across to private property where there's bait (only for deer) if you have permission from the land owner that joins the wma.. You have to go by the rules and regulations for hunting when on that wma. For Adair WMA you can only deer hunt with Archery.
