I found this while horseback riding. What kind of varmint?

almost looks like maybe one of those young deer from the little tracks i see might have just pawed at that ground.

Have you ever seen a dog use the bathroom and then scratch and kick back the dirt with his hind legs? It looks like that. Coyotes do it also. If it was a cat the defined scratches wouldn't be there.
