fishing license

I tried to laminate my fishing license and they turned black. Do I have to buy a new one or can I get a dupilcate?

everytime I buy one they tell me specifically not to laminate them. they are waterproof anyway.

Did the same thing to mine.Sent $5 to the state and got a new one back within a week.
