Kinda scary who is out there hunting.

Not sure about that location.

Here in KY your not required to sign any papers for a ML.
I was surprised when the guy was like here you go...
I was like I don't have to sign any papers...nope...
He said KY doesn't consider a ML as a true firearm.

ML's are regulated in a handful of states, not in Kentucky. I assume that even convicted felons can ML hunt, though they can't possess modern weapons.

Even for registered weapons, they only have the serial number on file, not a sample bullet for groove pattern identification.

ML's are not regulated in any state by the Feds....there may be a state law that requires something, but it's not a 4473 that is require by the ATF nor do you have to call the NICS line for approval.

Correct on convicted felons, they cannot possess any type of firearm.

I don't know the details but there is some kind of restriction in D.C., Hawaii, Mass, Ill, Mich, NY and NJ. It may be a shipping restriction on ML's, I don't know. The Cabelas catalog puts you on notice if you live in those states and want to buy ML's.

do you not have to fill out the 4473 on an encore ML? seems you have to because you can add a centerfire/shotgun barrel? if this is not the case i plead temporary insanity:D

T/C Encores and other type similar weapons require a 4473 on the frame. Barrels can be purchased without a form or NICS application.
