non resident elk tag

i have a friend in ohio who would like to purchase an out of state elk tag........how would he go about doing this and what are the requirements to obtain one.........does he need a Ky. annual permit before he can apply for this tag? i have tried to find this information on your site and was unable to find it or did not look in the correct area....i do know that the last date to apply is 5/31/02

It is my understanding that the Dept felt requiring a valid license BEFORE the purchase of the permit hindered sales, so that they were going to waive that in hopes to boost sales. As for the May 31 "deadline", if its the same as last year the fine print allowed permits to be sold at the Bluegrass Bucks and Beards as well as the Elk Festival where the winners are actually drawn. Call the dept at 1-800-858-1549.

EZ all he needs to do is go to any vendure in the state an pay his &10.00 if he is drawn then he must get his out of state licenses. And that a fact.
