Interesting, I like the fact that would clear up some of the drug problems, But like anything else the only thing that would change is the person giving the urine test will get rich by taking bribes to help people pass.

That would never fly in state or federal government because that would really hurt their sales:)

that is one of the best ideas I've heard in a while. Another one... and I know this one is unpopular. If you're a ward of the state, you lose the same rights that a felon does until you start supporting yourself. Maybe that'll speed up their recovery.
