youth turkey permits?

This may have been asked before but.......Why do we have a youth deer permit and not have a youth turkey permit? Seems to me if we want to get our youth into turkey hunting we would give them a break on the cost as we do with deer. I'm not complaining, just wondering the reason behind not offering it. Thanks!
