Dogs & Turkeys?

One of guys I see occasionally with my job asked me if it was legal to use dogs during the fall turkey season to bust-up flocks. I personnaly do not think it is legal here, but I know it is utilized in some states down south. He intended to use the dog next season to bust-up the flocks and then pen the dog while he worked the separated birds. If someone can help on this, I'll pass the correct information on to him.

301 KAR 2:140 section 7 states: a person hunting turkey SHALL NOT use dogs.
