I can't upload a picture

When I click on upload it tells me that it exceeds forum quota by the exact amount of kb of the size of the picture. Are you not allowed to post pictures in the classifides?

Well I tried also to post a pic and the pic was 1.1meg and the limit is 39k so can I re-size it using Microsoft Picture It?

I resized mine down to 28k and it still wouldn't accept it.
